UKERC - UK Energy Research Centre, report by engineering and academic experts who considered about 200 reports on the likely costs and effect of intermittency of wind power at up to 20% energy penetration. Conclusion - modest costs increase only.

Management options and strategies. Excellent summarry of the issues. Numerous reference and basically says that intermittency / variability is not a major issue and the costs are modest. "Wind imposes additional demands only inasmuch as it increases variability and unpredictability. However, these factors are nothing completely new to system operators. By adding another variable, wind power changes the degree of uncertainty, but not the kind."
